In Colombia a palette is an ice cream that is sold in ice cream parlors, and is also distributed in the streets in about " 34 carts; so-called carts of pallets, which are pushed by people who will be ringing a Bell to draw the attention of the children. There goes the popular phrase " long Ding Ding and no pallets " to refer to a person who speaks a lot and does not act.
