It has the sense of achieving a sexual conquest (more than a loving one), but it comes from its negative form "not to eat a tail" ("not to achieve even what seems easy") which has its origin in the custom of going to a restaurant and eating the complimentary breadsticks that are on the tables and then leaving without consuming anything else.
