CUTTING THE HUINCHAS in Chile : TO BE CUTTING THE HUICHAS is to be frantic to start something, to be very anxious. It's an allegory to the situation where the horses are at the starting point of a country or clandestine race and are eager to get out. Usually a tape is put on that is lowered to give the run. If a horse leaves early it will cut the tape and be disqualified.
