It's the way to call a child, also a novice, someone inexperienced. In Chile it was the name for the member of the Liberal party, dissolved in 1849. In Puerto Rico, the supporter of the Puerto Rican Independence Party is called. Although it comes to us from Italian, the origin is Latin, where pipiolus is "pichoncito", pipio, onis ( "chicken, pigeon").
