It is an augmentative of desk, furniture used by students during the classes. Once as with the desk tops to make noise or blow given with hands over the top of the desk to approve something. In Colombia it is said to "pass to pupitrazo", to refer to meetings of Council, Assembly or Senate, which approves all quickly and without much details.
