It is a form of Government in which power is concentrated in lathe to the figure of a single individual ( 41 dictator; or the elite, usually through the consolidation of a Government, which is characterized by an absence of separation of powers, a propensity to arbitrarily exercise the control for the benefit of the minority that supports it, the independence of the Government with respect to the presence or absence of consent by any of the governed, and the impossibility of that through a procedure institutionalized opposition comes to power.[1]
