It is said of a neologism that literally means "power of psychopaths" and comes to be a concept with an aspect and intention of criticism towards the rulers and their actions that people contemplate with astonishment and of which there is no explanation of why they are so unjust, of why they have forgotten the common good. What motives move them to gorge themselves on privileges, why they abuse power and wallow in corruption, as if they were, in effect, psychopaths without any remorse for the people they should wish for their well-being and yet mistreat.
