It seems like a redundancy, as every idea is a thought. There must be a context where it differs from some way of reasoning, and then the ideal thought would be a pleonasmo that reinforces a concept, surely as idealized. It may also be qualifying thought as "the ideal", "the optimal" for some particular situation.
