1º_ It is a pronominal and almost unusable form for an inflection of the verb fix or its version 'fixate'. See verbs/fixed, te (second person singular pronoun). 2º_ Although I had never heard it, it seems to be an adjective like "very observant", or at least that is explained in its feminine fixta.
