It is a phobia or fear of sperm, as defined by our colleague GARCÍA ALBERTO ENRIQUE. The only caveat is that the meaning for germ only applies to the seed and not to its medical interpretation in the plural of "pathogenic microorganisms", which would be a bacteriophobia or germophobia.
