DISSENT: Modern, competitive, and pluralist democracy based on the guarantee of dissent, which implies respect for a heterogeneous political culture, and the possibility of dissent that exercising power without being so out of the system, but on the contrary, being recognized as a necessary part of the same. Is which in this case the limit of dissent? The legitimacy is the property of the political power of being accepted as the most suitable for the political synthesis, on the basis of which obtained political support. Legitimacy implies consensus, and consensus implies cultural homogeneity. The question involves whether this legitimacy, that consensus and that cultural homogeneity must cover all the political field, including the instrumental institutions and decisions, actions and options of the rulers. Democratic choice says no, and that is enough consensus on " basic rules of the game ": on the institutions created to discipline conflicts and protect the rights and freedoms of individuals and groups on the basis of the principle of most watered down by the guarantees of minorities, and can have dissent, and therefore possibility of changeabove all the rest, without be questioned why the democratic legitimacy, but on the contrary, exalted as this dissent is effective. 40, D.
