I think I know what the consultation refers to. There are several types of quotation marks, but depending on the language one or the other are preferred to wrap foreign quotes or voices. In Spanish the double angular quotation mark ( « » should be used, even if by influence of English or French in many Spanish-speaking countries we use some double quotation mark ( " "; ? ) .
