It is a strip of leather with knots, also called whips, whips, cowhides perreros or waistbands in Colombia. The term chicotillo is most commonly used in countries such as Peru and Bolivia. It is widely used for easing the passage of horses and pay threaten some animals.

I would add to the definitions given by Fede, which in Peru is also the word that defines the instrument of leather which is used to give the horses to ride them.
