It is said of the concept, within the territorial organization of a state, which implies that said state does not possess a fixed and unique capital (the prefix (a-) means opposition, lack or deprivation of something) so that power is prevented from being concentrated in a single city or region that monopolizes and agglutinates power and thus avoids an exacerbated centralism. Thus, the three powers (legislative, executive and judicial) would be distributed in different cities of the state or in a single one for a limited time which, once completed, would be transferred to another and so on.
