In Puerto Rico, the Government has extended the use of the caucus of the Legislative Assembly to all instrumentalidades of the Government. That way the caucus has become a tool that eradicates the participation of the opposition and other voices, and becomes a FASCIST tool.

Caucus is the private meeting that in the procedure of mediation, the mediator uses for the resolution of the conflict, which listens to the parties subject to absolute. It is an effective meeting to understand the positions, find their interests and work with information from the parties at odds, in a possible agreement.
