It is what predatory animals do when they want to quickly kill their victim, attack in the neck to cut the jugular vein. Figuratively, it is said by those who face something or someone without regard, without compassion.

It is more used to "jump to the jugular". It means attacking with everything, decisively and with the intention of ending the contest immediately. It is a simile, used in Colombia, to indicate that it will try not to give the opponent a chance to defend themselves or that their defense is ineffective. Accuse with sufficient and forceful arguments. Overcome in a short time (it is assumed, that in the jungle, the fiercest animals attack their victims by the neck, in order to tear the jugular : the victim dies in a short time).
