It means criticizing, attacking, insulting, giving a speech, making a perorata, giving a cantaleta. Sing, scold.
It should be "make diatribes", but I don't think it exists; unless someone has made it fashionable, it's a word that doesn't have an everyday use to justify a verb. And less so having so many equivalents for each specific case.
