SITE STATE one of the Constitutional States of Exception, in which constitutional freedoms are restricted. The states of emergency are the legacy of the Roman legislature, which allowed the, dictatorship in cases of emergency. In Chile the constitution establishes 4 states of E . E. C. , namely : 1 . State of Assembly, in the event of external warfare. 2 . State of Siege, in case of internal warfare or internal shock. 3 . State of Emergency, in case of situations of serious disturbance of public order, damage or danger to national security and 4 . State of Catastrophe, in cases of public calamity.
