In principle it is a blur derogatory ( "lamb between 1 and 2 years old") , which is commonly used with the same meaning. Just for the young lamb in lunfardo is said 'borrego' to a teenager, although you can stretch the age rank to a child, or to a young adult, if said by someone of an older generation.
